Trump says Russia’s sending more than 300,000 tons of diesel right away. Millions more tons supposedly come after that. Treasury already gave the deal its blessing, letting Russian diesel trade outside U.S. sanctions until April 7, 2027\. Fine. But will the barrels actually show up?

That’s the part nobody can answer yet.

**The deal, as Trump tells it**

He put the schedule out on social media Friday. “It was agreed,” he wrote, “that Russia will immediately supply over 300,000 Tons of Diesel Fuel to the American and Global Marketplace, another 500,000 Tons during the month of November, and 1,000,000 Tons immediately thereafter.” Who’s paying for it? When does it land? The White House didn’t say.

Here’s the timeline, roughly:

- Now: over 300,000 tons (call it 2.2 million barrels)
- November: 500,000 tons
- After that: 1 million tons, and maybe up to 3 million a month down the road, depending on how Russia’s refineries hold up

**Here’s the problem**

Russia’s had a ban on diesel exports since July. Ukrainian strikes on its refineries hit hard enough that it was struggling to supply its own people. The IEA (International Energy Agency) puts the drop in Russian diesel output at about 30%. That’s not a small dent.

Edward Fishman of the Council on Foreign Relations isn’t buying it. “The reason Russia imposed an export ban was that Ukrainian strikes had degraded its refining output, necessitating fuel rationing for domestic use,” he said.

Moscow, naturally, says no problem. Deputy Prime Minister Alexander Novak told state news agency Tass that Russia’s lifting export limits ahead of schedule. He said shipments to the U.S. could start this month.

**So why didn’t prices care much?**

Because it’s little more than a drop in the bucket. The world burns about 30 million barrels of diesel and related fuels every day. Even the full first shipment, 2.2 million barrels, covers less than a tenth of one day. Michael Lynch of the Energy Policy Research Foundation called it “shuffling deck chairs on the Titanic.” His point is that diesel sent here just leaves Russia’s current buyers hunting for supply somewhere else.

Heating oil futures (the NYMEX benchmark that tracks diesel) slid to around $4.65 a gallon Monday after the news. By Tuesday they’d jumped back to roughly $4.90, up about 3.7% on the day.

Meanwhile, at the pump:

- U.S. diesel average: about $6.28 a gallon last week, per AAA. A year ago it was $3.68.
- That’s down from more than $6.50 in late September, an all-time record.
- U.S. distillate stocks were 12% below the five-year average for the week ended Oct. 2.

**What to watch**

The next few weeks tell the story. If Russian diesel starts loading onto tankers this month, the deal gets real heading into winter, which is when heating and farm demand peak. If nothing loads, the tight-diesel story stays exactly where it is. And with the November 3 midterms right around the corner, Washington’s going to be watching this just as closely as the traders are.
